Bylaw Enforcement Complaint Form

All complaints regarding bylaw enforcement are handled in accordance with the Village's Bylaw Notice Enforcement Bylaw No. 854.

When submitting a complaint related to the Village's bylaws (noise, building, property standards, etc.), please use the Complaints Form. Please note that the Village does not accept anonymous complaints. Residents are also welcome to make a complaint in person at the Village Office (1947 Beaver Street, Fruitvale) or over the phone at 250-367-7551. You will be required to complete a Complaints Form when submitting complaints in person at the Village Office or you will be required to provide information including your name, phone number, and address when submitting a complaint over the phone.

Once a complaint has been made:

1. The Bylaw Enforcement Officer will open an investigation in relation to the complaint made and prioritise. A documented history of repeat and persistent offenders will be taken into account when deciding response options as well as the offence type, location, offender, and complaint history.

2. The Bylaw Enforcement Officer may issue:

  • a warning notice with directions to remedy the problem within a specified time frame; or
  • a Bylaw Notice.

3. If it is determined that no contravention of the bylaws has taken place, the complainant may be advised that no further action is being taken. If a contravention is found, the property owner/occupier will be encouraged to voluntarily rectify the situation and the complainant will also be notified.

4. Bylaw enforcement may contact you to appear as a witness if the matter proceeds to the adjudication stage.
